People and systems never receive the whole situation. Attention selects, prior expectations fill gaps, and important context can remain outside the frame.
Project Shadow 1.0.1 contains no Myth package. Generic Myth v0.2.0 and Full-Canon Myth v0.3.5 are separate optional companions; both default off, neither is required by R1, and neither can authorize action or change an R1 result. PBHP remains in active testing; publication is not certification, independent validation, or deployment authorization.
No person, team, or AI receives reality whole. We act through selective attention, incomplete evidence, remembered context, language, prediction, and social interpretation. Usually that is how action remains possible. It becomes dangerous when one interpretation can impose a hard-to-reverse consequence on someone with less power to refuse, appeal, exit, or recover.
Perception is an evidence-constrained model, not an untouched copy of the world. Memory is reconstructive. Language and culture influence what becomes salient. Stress and shared incentives can narrow what a group notices.
None of that makes reality optional. Evidence can still be stronger or weaker. Some claims survive measurement, challenge, and replication better than others. The lesson is not “nothing is true.” The lesson is that confidence alone cannot carry a consequential action.
The problem is not that minds form models. The problem is allowing a private, partial model to cross into power without challenge, proportionality, or a path back.
Evidence is incomplete, selected, delayed, noisy, or missing.
Experience, prediction, memory, and framing produce a usable account.
Fluency and agreement can make an interpretation feel more verified than it is.
A person, institution, or system can now classify, deny, expose, punish, or release.
Error becomes harm when the affected person cannot prevent or repair the consequence.
These are not diagnoses and they do not prove a decision is wrong. They are reasons to expose the reasoning before consequence makes correction expensive.

A recollection, summary, or compressed context is not a recording. Details can be lost, reordered, or made more certain through repetition.
Words decide which actor, cause, burden, or alternative becomes visible. A description can preload blame or innocence before evidence is reviewed.
Agreement is weaker when everyone shares the same source, incentives, framing, model lineage, or authority. Repetition can look like independent confirmation.
Urgency, fatigue, fear, status, sunk cost, and group loyalty narrow inquiry precisely when a consequential decision needs more—not less—challenge.
PBHP changes the default sequence from interpret → justify → act into expose → challenge → constrain → act only as far as the evidence can carry.
Fact, inference, hypothesis, and unknown remain visibly different.
The exact action, actor, target, authority, data, and consequence are named.
The person who pays first and has the fewest recovery options is examined first.
The strongest honest Maybe is written before the Therefore.
The smallest useful, reversible Door is searched before lock-in.
The gate, evidence, dissent, owner, stop rule, and review trigger are receipted before action.
Make refusal, escalation, correction, and a smaller reversible action cheap enough to use before harm—not merely available after it.
PBHP governs process, not reality itself. It asks what was observed, what was inferred, what remains open, who bears the first cost, what evidence would change the decision, and whether a smaller Door preserves useful action without forcing someone else to absorb an unreviewable gamble.
The desired output is not endless hesitation. It is calibrated friction: ordinary safe action remains easy; uncertainty stays visible; rising power raises rigor; severe irreversible harm does not get laundered into permission by confidence, urgency, or status.
The protocol must not become its own totalizing story.
The reason becomes operational only when the action, uncertainty, power relationship, safer Door, gate, and receipt are visible before commitment.
