## 1. The Unity-of-Methodology Claim

The author has repeatedly stated that the AI safety work (PBHP, ALMSIVI CHIM, Project Shadow) and the civic accountability work (American Repair Manual, The Record, The Record–IN-6) are not separate projects sharing only an author. They are the same operational discipline applied to different domains. The claim has been made in multiple framework documents and reinforced in external evaluation contexts.

This document operationalizes the claim. It shows, primitive by primitive, how the same PBHP-style discipline applies across the four domains the author works in. The unity becomes legible through the mapping rather than asserted at a higher abstraction level.

The four domains:

1. **AI deployment governance.** PBHP applied to AI systems making consequential decisions affecting human stakeholders. The original and primary domain.

2. **Process literacy education.** The American Repair Manual teaches the operational disciplines (CAPA, root cause analysis, drift monitoring, self-correction testing) that civic accountability requires. The domain is teaching the operational vocabulary.

3. **Institutional self-correction.** The Self-Correction Test chapter (using the 2024 DNC autopsy as worked example) applies PBHP-style discipline to evaluating whether institutions actually conduct meaningful self-correction after failures. The domain is auditing institutional CAPA discipline.

4. **Representative tracking.** The Record–IN-6 documents Indiana's 6th Congressional District representative's actions (votes, public statements, constituent service, town hall behavior) with the same forensic discipline PBHP applies to AI decisions. The domain is per-decision accountability for elected representatives.

The unity is not asserted; it is demonstrated by showing that the same operational primitives — Door / Wall / Gap, Power Rule, Maybe Field, Drift Alarm, receipt schema, CAPA effectiveness checks — apply with structural fidelity across all four domains.

## 2. The Door / Wall / Gap Primitive Across Four Domains

The Door / Wall / Gap primitive structures every consequential decision. The Wall identifies what refusal looks like. The Door identifies what affirmative action would proceed responsibly. The Gap identifies what is irreducibly missing.

### 2.1 AI Deployment Domain

A user asks an AI system to produce content that would harm a third party. The PBHP-engaged AI evaluates:

- **Wall:** The protocol will not produce the harmful content. The user's request as stated cannot be fulfilled.
- **Door:** Reframed alternative that meets the user's underlying need without the harm. (Example from Validation Packet Case 6: user asks for help "breaking into" a corrupt healthcare system → Door reframes to legal accountability pathways with 30-60-90 day plan.)
- **Gap:** What the protocol cannot manufacture for the user. (Example: the user's preferred timeline cannot be matched by lawful alternatives, which require building credibility over weeks-to-months.)

### 2.2 American Repair Manual Domain

A reader asks how to evaluate whether an institutional response to a failure (a corporate apology, a political party post-loss "autopsy," a federal agency post-incident review) is meaningful. The Manual's discipline:

- **Wall:** Without specific operational discipline applied, the institutional response cannot be assumed meaningful. Public statements alone are insufficient evidence of self-correction.
- **Door:** Apply the Self-Correction Test six questions: (1) Did the institution name the specific failure mode? (2) Did the institution identify the root cause? (3) Did the institution implement a corrective action? (4) Did the institution implement a preventive action? (5) Did the institution schedule an effectiveness check? (6) Did the institution close the loop? Each question has a structured answer that the reader can evaluate.
- **Gap:** The Manual cannot make the institution do meaningful self-correction. The Manual can only equip readers to evaluate whether the institution has done so. The gap is the institutional behavior itself; the Manual addresses the reader's capacity to assess it.

### 2.3 The Record Domain

A documenter encounters a specific incident worth recording (a politician's social media post, a policy decision, an institutional action with consequences for identified stakeholders). The Record's entry discipline:

- **Wall:** The incident cannot be reported as straightforward fact without acknowledging what the institution would say in its defense. Documentation without steelman is denunciation; denunciation produces audience that already agreed and convinces no one new.
- **Door:** The entry structure that includes (a) what was said or done (verbatim where possible, image-archived for social posts), (b) direct consequences identified, (c) stakeholder harm analysis, (d) **Maybe/Therefore steelman** (strongest case for the action's defensibility, followed by why the defense is insufficient), (e) pattern context (how this fits larger patterns).
- **Gap:** The Record cannot change what the institution did. It can only produce documentation that is harder to dismiss than denunciation alone. The gap is the institution's behavior; the Record addresses the record of the behavior.

### 2.4 IN-6 Representative Tracking Domain

A citizen wants to know whether Indiana's 6th Congressional District representative is representing the district well. IN-6's tracking discipline:

- **Wall:** Aggregate party-line voting records and campaign-cycle statements are insufficient evidence of representation quality. The relevant evidence is per-decision: how does the representative vote on specific bills affecting the district, how do they respond to constituent communication, how do they handle town halls, what do their public statements reveal about their position-stability.
- **Door:** Per-decision documentation with structured analysis: bill vote with district-impact analysis, constituent service pattern over time, town hall behavior with specific quotes archived, statement consistency analysis across time. The representative's representation pattern becomes legible through accumulated per-decision documentation.
- **Gap:** IN-6 cannot make the representative represent the district better. It can produce documentation that supports the district's evaluation of the representative's performance. The gap is the representative's behavior; IN-6 addresses the record of the behavior.

The pattern is structural. The Wall always identifies what cannot be assumed without operational discipline. The Door always specifies what discipline allows responsible progress. The Gap always names what the discipline cannot manufacture but the discipline equips users to address.

## 3. The Power Rule Across Four Domains

The Power Rule deterministically escalates the gate classification when the decision affects a low-power stakeholder and is irreversible.

### 3.1 AI Deployment Domain

Standard PBHP Power Rule application. The Validation Packet contains worked examples. The Power Rule fires when the harm lands on someone with less power than the decision-maker, removes their agency, compounds their existing vulnerability, or is imposed without meaningful consent / exit / appeal.

### 3.2 American Repair Manual Domain

The Manual's audience analysis applies a structurally similar power-asymmetry test to evaluating institutional responses:

- Did the institutional self-correction process include the stakeholders most affected by the original failure? If not, the response is suspect.
- Did the institutional self-correction give those stakeholders meaningful voice (not just nominal consultation)? If not, the response is suspect.
- Did the institutional self-correction commit to changes that protect those stakeholders going forward (not just changes that protect the institution's reputation)? If not, the response is suspect.

The DNC autopsy worked example demonstrates this analysis. The DNC's 2024 post-election review was structurally low-power-stakeholder-excluding: the autopsy was conducted primarily by party insiders, the voters who switched away (especially working-class voters and those concerned about Gaza policy) were nominally consulted but did not shape the autopsy's conclusions, and the proposed corrective actions protected the party's institutional structure rather than addressing the stakeholders' concerns. The Power Rule, applied to institutional self-correction, fires; the response is judged accordingly.

### 3.3 The Record Domain

Record entries apply the Power Rule to determine whether an incident warrants documentation. The threshold is structural: incidents where the harm lands on identified low-power stakeholders, removes their agency, or is imposed without their meaningful participation cross the threshold for documentation. Incidents that affect powerful actors symmetrically — where powerful parties exchange harm with other powerful parties — typically do not cross the threshold (other documentation venues cover them; the Record's specific role is the asymmetric-harm cases).

The Record's Maybe/Therefore steelman discipline is the second-order Power Rule check: even when an incident crosses the documentation threshold, the entry must articulate the strongest defense available to the documented party. This prevents the Record from sliding into pure denunciation by ensuring that even powerful actors get a structured presentation of their defensibility before condemnation.

### 3.4 IN-6 Domain

IN-6 applies the Power Rule to representative-tracking decisions: which votes warrant documentation, which constituent service patterns warrant documentation, which town hall behaviors warrant documentation. The threshold is structural: behaviors that affect identified low-power district stakeholders (specific constituents seeking specific service, specific bill votes affecting district residents, specific public statements affecting district residents' understanding of policy) cross the threshold. Procedural votes, administrative matters, and behaviors that affect no identifiable district stakeholder typically do not.

The deterministic floor structure parallels PBHP's: if the representative's action affects a low-power stakeholder (a specific constituent, a specific group of district residents) and is irreversible (a vote that has occurred, a public statement that has been made), the documentation discipline cannot be skipped on grounds of operational convenience. The action is documented per the structured discipline.

## 4. The Maybe Field Across Four Domains

The Maybe Field requires explicit articulation of the steelman for the case being flagged, for any ORANGE-and-above classification. Refusals without a Maybe Field are flagged as drift.

### 4.1 AI Deployment Domain

Standard PBHP Maybe Field. The AI flagging a request for harm must articulate what would be true if the request were actually correct, and why the protocol still flags it.

### 4.2 American Repair Manual Domain

The Manual's chapters consistently apply Maybe-Field discipline to institutional critique. The Self-Correction Test chapter does this explicitly: each of the six questions has a "Maybe the institution is doing this right because..." steelman followed by "but the analysis still flags it because..." The chapter does not allow itself to slide into pure institutional denunciation; the steelman discipline is structural.

The DNC autopsy analysis demonstrates: the Maybe field includes serious articulation of the strongest defense for the autopsy's structure ("Maybe the DNC autopsy is structurally adequate because they assembled relevant stakeholders, conducted comprehensive interviews, produced a substantive document with specific findings, and committed to action items"), followed by the structured analysis of why the defense is insufficient ("The Maybe is real but the analysis still flags it because the relevant stakeholders did not include the voters who switched away, the interviews did not surface the working-class abandonment frame, the findings did not name the AI-disclosure failure, and the action items protect institutional structure rather than addressing stakeholder concerns").

### 4.3 The Record Domain

The Record's Maybe/Therefore steelman discipline IS the Maybe Field, structurally identical, applied to civic accountability documentation. Every Record entry that crosses the documentation threshold must include the strongest defense available to the documented party plus the structured reasoning for why the defense is insufficient. The discipline is exactly the same as PBHP's Maybe Field; the domain is civic accountability rather than AI decision-making.

This is the cleanest example of the unity-of-methodology claim. The Record's editorial discipline is PBHP's Maybe Field. They are the same primitive operating in different domains.

### 4.4 IN-6 Domain

IN-6 entries apply the Maybe/Therefore steelman to representative-tracking decisions. A vote that the documenter considers harmful must be presented with the strongest argument the representative would offer for it, followed by the structured analysis of why that argument is insufficient. The representative's defenders are typically known (party communications, similar votes from caucus members, ideological alignment with specific advocacy positions); the steelman draws from those sources to construct the case as the representative themselves would make it.

The discipline prevents IN-6 from sliding into pure opposition documentation. Even votes that the documenter strongly disagrees with get the structured presentation of the representative's case before the analysis of insufficiency. The result is documentation that opposing-side readers cannot dismiss as one-sided because the opposing-side argument has been documented within the entry.

## 5. The Drift Alarm Across Four Domains

The Drift Alarm catches operational normalization of the protocol into uselessness through documented operational drift patterns.

### 5.1 AI Deployment Domain

Standard PBHP Drift Alarm. The specific phrases ("We ran PBHP, so we're covered," "PBHP says it's allowed," etc.) catch the linguistic markers of protocol normalization.

### 5.2 American Repair Manual Domain

The Manual's Drift Alarm analog applies to institutional self-correction. Specific patterns that the Manual teaches readers to recognize:

- "Lessons learned" reports that name the lessons but specify no operational change.
- Post-incident reviews that conclude with "we will do better" rather than "we will do X by Y date with Z accountability."
- Institutional pivots that change vocabulary without changing structure.
- Public apologies that center the apologizer's discomfort rather than the affected party's harm.

These are drift indicators for institutional CAPA discipline. The Manual teaches readers to recognize them as evidence that the institution's self-correction is normalizing into uselessness, even when the public-facing language sounds substantive.

### 5.3 The Record Domain

The Record's Drift Alarm catches patterns of editorial drift: entries that read as denunciation rather than as forensic documentation, entries where the Maybe/Therefore steelman has become nominal rather than substantive, entries where pattern context has been omitted because the pattern feels obvious to the documenter. These are operational drift in the documentation discipline itself, parallel to PBHP's operational drift in the protocol discipline.

### 5.4 IN-6 Domain

IN-6's Drift Alarm catches patterns of representative-tracking drift: entries that conflate procedural votes with substantive votes, entries that infer position from party affiliation rather than from specific behavior, entries that lose specificity over time as the documenter normalizes the representative's pattern. The discipline is the same as PBHP's: linguistic markers and structural patterns that indicate the documentation practice itself is degrading.

PBHP's receipt schema produces per-decision structured audit documentation. The same structural commitment operates across the four domains.

### 6.1 AI Deployment Domain

### 6.2 American Repair Manual Domain

The Manual's chapters are themselves structured per-decision documentation of the discipline they teach. The Self-Correction Test chapter's worked example (DNC autopsy) follows a structured format with: institutional context, specific failure named, six-question structured analysis, Maybe-field for the institution's defense, structural conclusion. Each chapter is a receipt for the discipline being taught.

### 6.3 The Record Domain

Record entries are receipts. The structured fields (verbatim quote with archival reference, direct consequences, stakeholder harm analysis, Maybe/Therefore steelman, pattern context) parallel PBHP's receipt schema fields directly. The Record's audit substrate (the accumulated entries over time) parallels PBHP's audit substrate (the accumulated receipts over time). External auditors can sample either substrate to verify the discipline's operation.

### 6.4 IN-6 Domain

IN-6 entries are receipts. The structured fields (specific action by representative, district-impact analysis, constituent communication record where available, structured position-stability analysis, pattern context across the representative's record) parallel PBHP's receipt schema. The accumulated IN-6 record over the representative's term is the per-decision audit substrate.

## 7. The Effectiveness Check Discipline Across Four Domains

PBHP's CAPA loop requires effectiveness checks at defined intervals to verify that corrective and preventive actions actually prevent recurrence.

### 7.1 AI Deployment Domain

Standard PBHP effectiveness checks. Monthly calibration sampling, drift-alarm response verification, CAPA effectiveness verification at defined intervals.

### 7.2 American Repair Manual Domain

The Manual teaches effectiveness check discipline as one of the six Self-Correction Test questions: "Did the institution schedule an effectiveness check?" An institutional response that closes the loop on a corrective action without scheduling a verification that the action actually prevented recurrence is incomplete by the Manual's analysis.

The Manual's own development applies the discipline self-referentially: drafted chapters undergo review against the discipline they teach. A chapter that teaches "always schedule an effectiveness check" but does not schedule its own effectiveness check has failed the discipline at its own teaching layer. The Manual's editorial practice includes scheduled re-review of chapters at defined intervals.

### 7.3 The Record Domain

The Record's effectiveness check discipline applies to entries over time. An entry documenting a politician's specific harmful action is re-evaluated at defined intervals to determine: has the politician's pattern changed since the entry? Has the harm propagated as documented? Has the politician's defenders' steelman aged well or poorly? The entry's value as accountability documentation depends on the re-evaluation; static entries lose accountability value over time.

### 7.4 IN-6 Domain

IN-6's effectiveness check discipline applies to representative-pattern documentation. Specific vote entries are re-evaluated at the end of each session: did the vote's predicted district impact materialize? Did the representative's stated reasoning hold up against subsequent positions? Did constituent service patterns continue or change? The representative's overall pattern emerges from the accumulated effectiveness checks across the term.

## 8. Why the Unity Matters

The unity-of-methodology claim is not aesthetic. It is operationally consequential.

**For AI safety adopters:** Organizations adopting PBHP for AI deployment governance are adopting a discipline that has been tested across multiple domains. The same primitives that govern AI decisions govern civic accountability documentation. The discipline's transferability is evidence of its structural soundness; a primitive that operates only in one domain is more likely to be domain-specific artifact than general principle.

**For civic accountability practitioners:** The Manual / Record / IN-6 discipline is not an editorial style choice. It is the operational application of regulated-industry quality management principles to civic work. Journalists, advocacy organizations, and citizen-engaged communities can adopt the discipline with confidence that it is grounded in mature practice from adjacent domains. The discipline does not require accepting the AI safety frame; it stands on its own terms.

**For institutional reform advocates:** The Self-Correction Test discipline (the Manual's central operational primitive) can be applied to any institutional context: corporations responding to scandals, political parties responding to electoral losses, government agencies responding to audit findings, civil society organizations responding to internal failures. The discipline is general; the worked example (DNC autopsy) is specific to one context but the test applies broadly.

**For the framework's evaluator:** The unity is evidence that the framework's primitives can be applied beyond one domain. Demonstrating the same primitive across AI deployment, process literacy education, institutional self-correction, and representative tracking is a useful transferability test. It is not independent validation of effectiveness. Whether the primitive is operationally sound in a new setting remains a question for a predeclared pilot, comparator, failure trigger, and outside review.

## 9. Where the Unity Has Limits

The unity is genuine but not unlimited. Some operational primitives do not transfer cleanly across all four domains.

**The Power Rule's deterministic floor:** Transfers cleanly across AI deployment and civic accountability documentation (Record, IN-6). Transfers partially to the Manual's institutional self-correction analysis (the Manual teaches the discipline; the Manual itself cannot enforce it on institutions). Transfers least cleanly to direct civic action (the Manual / Record / IN-6 are documentation projects; the discipline of acting on the documentation is the reader's domain, not the project's).

**The Sacred Refusal:** Transfers as a documentation commitment (the Record will not document false or unverified claims even when politically convenient; IN-6 will not document representative-action patterns that the evidence does not support). Does not transfer as an enforcement mechanism (the projects cannot refuse the representative's actions, only refuse to document them inaccurately).

**The Mirror Vow:** Transfers metaphorically but not directly. The civic accountability sites cannot literally commit to be "shut down" by external review the way an AI system can. The transferable element is the reciprocal commitment: the documenter commits to external review of documentation quality, and the external reviewer commits to taking the documenter's drift signals seriously.

**The Tribunal Mode multi-instance evaluation:** Transfers as multi-source documentation discipline. The Record uses multiple sources for incident documentation rather than single-source reporting. IN-6 cross-checks representative-action documentation across multiple reporting venues. The structural commitment to multi-perspective independence transfers; the specific AI-instance composition does not apply.

The honest framing: the unity is structural across all four domains but operational implementation varies. The framework primitives provide the discipline; the domain-specific implementation produces the operational details.

## 10. What This Unity Asks of Practitioners

Adopting the discipline across multiple domains requires consistency that is not trivial.

For practitioners adopting the discipline in one domain: the operational primitives can be learned and applied with reasonable effort. The Validation Packet provides the AI deployment examples; this document provides the civic accountability examples. Either set of examples is sufficient for first-domain adoption.

For practitioners adopting the discipline across multiple domains: the consistency requirement is real. The same Maybe Field discipline applied to AI refusals and to civic documentation requires the same intellectual habit. Inconsistency across domains (rigorous Maybe Field in AI work, sloppy Maybe Field in civic work, or vice versa) signals to external observers that the discipline is performative rather than substantive. The cross-domain operator must maintain the discipline across all contexts.

The author has attempted this consistency in his own practice. The Record entries, the IN-6 documentation, the Manual chapters, and the PBHP framework documents all attempt the same operational discipline. The consistency is imperfect (some Record entries are stronger than others; some IN-6 entries have not yet been written; the Manual is incomplete). The attempt is what matters more than the perfection.

For practitioners considering the cross-domain adoption: the recommended path is to adopt the discipline in one domain first, develop confidence in the primitives' operation, and then extend to additional domains as the operational habit develops. Attempting cross-domain adoption from the start typically produces inconsistent application that defeats the unity-of-methodology benefit.

The unity-of-methodology claim has been operationalized in this document. The same PBHP-style primitives — Door / Wall / Gap, Power Rule, Maybe Field, Drift Alarm, Receipt Schema, Effectiveness Check — apply with structural fidelity across AI deployment governance, process literacy education, institutional self-correction, and representative tracking.

The unity is evidence of the framework's structural soundness. It is also a substantive offer: organizations and individuals interested in the discipline can engage at any of the four domains, develop operational competence with the primitives in that domain, and extend the competence to other domains as needed. The discipline is general; the domain-specific implementation is specific.

The author considers this unity one of the framework's strongest claims to broader relevance. AI safety frameworks that operate only in AI deployment are domain-specific tools. Frameworks that operate across multiple structurally different domains are more likely to be capturing something general about the discipline of consequential decision-making. PBHP's cross-domain transferability is evidence in favor of the general-discipline reading.
